The Man Who Sold the War
Meet John Rendon, Bush's general in the propaganda war

The road to war in Iraq led through many unlikely places. One of them was a chic hotel nestled among the strip bars and brothels that cater to foreigners in the town of Pattaya, on the Gulf of Thailand.

On December 17th, 2001, in a small room within the sound of the crashing tide, a CIA officer attached metal electrodes to the ring and index fingers of a man sitting pensively in a padded chair. The officer then stretched a black rubber tube, pleated like an accordion, around the man's chest and another across his abdomen. Finally, he slipped a thick cuff over the man's brachial artery, on the inside of his upper arm.

Strapped to the polygraph machine was Adnan Ihsan Saeed al-Haideri, a forty-three-year-old Iraqi who had fled his homeland in Kurdistan and was now determined to bring down Saddam Hussein. For hours, as thin mechanical styluses traced black lines on rolling graph paper, al-Haideri laid out an explosive tale. Answering yes and no to a series of questions, he insisted repeatedly that he was a civil engineer who had helped Saddam's men to secretly bury tons of biological, chemical and nuclear weapons. The illegal arms, according to al-Haideri, were buried in subterranean wells, hidden in private villas, even stashed beneath the Saddam Hussein Hospital, the largest medical facility in Baghdad.

It was damning stuff -- just the kind of evidence the Bush administration was looking for. If the charges were true, they would offer the White House a compelling reason to invade Iraq and depose Saddam. That's why the Pentagon had flown a CIA polygraph expert to Pattaya: to question al-Haideri and confirm, once and for all, that Saddam was secretly stockpiling weapons of mass destruction.

There was only one problem: It was all a lie. After a review of the sharp peaks and deep valleys on the polygraph chart, the intelligence officer concluded that al-Haideri had made up the entire story, apparently in the hopes of securing a visa.


The fabrication might have ended there, the tale of another political refugee trying to scheme his way to a better life. But just because the story wasn't true didn't mean it couldn't be put to good use. Al-Haideri, in fact, was the product of a clandestine operation -- part espionage, part PR campaign -- that had been set up and funded by the CIA and the Pentagon for the express purpose of selling the world a war. And the man who had long been in charge of the marketing was a secretive and mysterious creature of the Washington establishment named John Rendon.

Rendon is a man who fills a need that few people even know exists. Two months before al-Haideri took the lie-detector test, the Pentagon had secretly awarded him a $16 million contract to target Iraq and other adversaries with propaganda. One of the most powerful people in Washington, Rendon is a leader in the strategic field known as "perception management," manipulating information -- and, by extension, the news media -- to achieve the desired result. His firm, the Rendon Group, has made millions off government contracts since 1991, when it was hired by the CIA to help "create the conditions for the removal of Hussein from power." Working under this extraordinary transfer of secret authority, Rendon assembled a group of anti-Saddam militants, personally gave them their name -- the Iraqi National Congress -- and served as their media guru and "senior adviser" as they set out to engineer an uprising against Saddam. It was as if President John F. Kennedy had outsourced the Bay of Pigs operation to the advertising and public-relations firm of J. Walter Thompson.

"They're very closemouthed about what they do," says Kevin McCauley, an editor of the industry trade publication O'Dwyer's PR Daily. "It's all cloak-and-dagger stuff."

Although Rendon denies any direct involvement with al-Haideri, the defector was the latest salvo in a secret media war set in motion by Rendon. In an operation directed by Ahmad Chalabi -- the man Rendon helped install as leader of the INC -- the defector had been brought to Thailand, where he huddled in a hotel room for days with the group's spokesman, Zaab Sethna. The INC routinely coached defectors on their stories, prepping them for polygraph exams, and Sethna was certainly up to the task -- he got his training in the art of propaganda on the payroll of the Rendon Group. According to Francis Brooke, the INC's man in Washington and himself a former Rendon employee, the goal of the al-Haideri operation was simple: pressure the United States to attack Iraq and overthrow Saddam Hussein.

As the CIA official flew back to Washington with failed lie-detector charts in his briefcase, Chalabi and Sethna didn't hesitate. They picked up the phone, called two journalists who had a long history of helping the INC promote its cause and offered them an exclusive on Saddam's terrifying cache of WMDs.

For the worldwide broadcast rights, Sethna contacted Paul Moran, an Australian freelancer who frequently worked for the Australian Broadcasting Corp. "I think I've got something that you would be interested in," he told Moran, who was living in Bahrain. Sethna knew he could count on the trim, thirty-eight-year-old journalist: A former INC employee in the Middle East, Moran had also been on Rendon's payroll for years in "information operations," working with Sethna at the company's London office on Catherine Place, near Buckingham Palace.

"We were trying to help the Kurds and the Iraqis opposed to Saddam set up a television station," Sethna recalled in a rare interview broadcast on Australian television. "The Rendon Group came to us and said, 'We have a contract to kind of do anti-Saddam propaganda on behalf of the Iraqi opposition.' What we didn't know -- what the Rendon Group didn't tell us -- was in fact it was the CIA that had hired them to do this work."

The INC's choice for the worldwide print exclusive was equally easy: Chalabi contacted Judith Miller of The New York Times. Miller, who was close to I. Lewis Libby and other neoconservatives in the Bush administration, had been a trusted outlet for the INC's anti-Saddam propaganda for years. Not long after the CIA polygraph expert slipped the straps and electrodes off al-Haideri and declared him a liar, Miller flew to Bangkok to interview him under the watchful supervision of his INC handlers. Miller later made perfunctory calls to the CIA and Defense Intelligence Agency, but despite her vaunted intelligence sources, she claimed not to know about the results of al-Haideri's lie-detector test. Instead, she reported that unnamed "government experts" called his information "reliable and significant" -- thus adding a veneer of truth to the lies.

Her front-page story, which hit the stands on December 20th, 2001, was exactly the kind of exposure Rendon had been hired to provide. AN IRAQI DEFECTOR TELLS OF WORK ON AT LEAST 20 HIDDEN WEAPONS SITES, declared the headline. "An Iraqi defector who described himself as a civil engineer," Miller wrote, "said he personally worked on renovations of secret facilities for biological, chemical and nuclear weapons in underground wells, private villas and under the Saddam Hussein Hospital in Baghdad as recently as a year ago." If verified, she noted, "his allegations would provide ammunition to officials within the Bush administration who have been arguing that Mr. Hussein should be driven from power partly because of his unwillingness to stop making weapons of mass destruction, despite his pledges to do so."

For months, hawks inside and outside the administration had been pressing for a pre-emptive attack on Iraq. Now, thanks to Miller's story, they could point to "proof" of Saddam's "nuclear threat." The story, reinforced by Moran's on-camera interview with al-Haideri on the giant Australian Broadcasting Corp., was soon being trumpeted by the White House and repeated by newspapers and television networks around the world. It was the first in a long line of hyped and fraudulent stories that would eventually propel the U.S. into a war with Iraq -- the first war based almost entirely on a covert propaganda campaign targeting the media.

By law, the Bush administration is expressly prohibited from disseminating government propaganda at home. But in an age of global communications, there is nothing to stop it from planting a phony pro-war story overseas -- knowing with certainty that it will reach American citizens almost instantly. A recent congressional report suggests that the Pentagon may be relying on "covert psychological operations affecting audiences within friendly nations." In a "secret amendment" to Pentagon policy, the report warns, "psyops funds might be used to publish stories favorable to American policies, or hire outside contractors without obvious ties to the Pentagon to organize rallies in support of administration policies." The report also concludes that military planners are shifting away from the Cold War view that power comes from superior weapons systems. Instead, the Pentagon now believes that "combat power can be enhanced by communications networks and technologies that control access to, and directly manipulate, information. As a result, information itself is now both a tool and a target of warfare."

It is a belief John Rendon encapsulated in a speech to cadets at the U.S. Air Force Academy in 1996. "I am not a national-security strategist or a military tactician," he declared. "I am a politician, a person who uses communication to meet public-policy or corporate-policy objectives. In fact, I am an information warrior and a perception manager." To explain his philosophy, Rendon paraphrased a journalist he knew from his days as a staffer on the presidential campaigns of George McGovern and Jimmy Carter: "This is probably best described in the words of Hunter S. Thompson, when he wrote, 'When things turn weird, the weird turn pro.'"

John Walter Rendon Jr. rises at 3 a.m. each morning after six hours of sleep, turns on his Apple computer and begins ingesting information -- overnight news reports, e-mail messages, foreign and domestic newspapers, and an assortment of government documents, many of them available only to those with the highest security clearance. According to Pentagon documents obtained by Rolling Stone, the Rendon Group is authorized "to research and analyze information classified up to Top Secret/SCI/SI/TK/G/HCS" -- an extraordinarily high level of clearance granted to only a handful of defense contractors. "SCI" stands for Sensitive Compartmented Information, data classified higher than Top Secret. "SI" is Special Intelligence, very secret communications intercepted by the National Security Agency. "TK" refers to Talent/Keyhole, code names for imagery from reconnaissance aircraft and spy satellites. "G" stands for Gamma (communications intercepts from extremely sensitive sources) and "HCS" means Humint Control System (information from a very sensitive human source). Taken together, the acronyms indicate that Rendon enjoys access to the most secret information from all three forms of intelligence collection: eavesdropping, imaging satellites and human spies.

Rendon lives in a multimillion-dollar home in Washington's exclusive Kalorama neighborhood. A few doors down from Rendon is the home of former Defense Secretary Robert S. McNamara; just around the corner lives current Defense Secretary Donald Rumsfeld. At fifty-six, Rendon wears owlish glasses and combs his thick mane of silver-gray hair to the side, Kennedy-style. He heads to work each morning clad in a custom-made shirt with his monogram on the right cuff and a sharply tailored blue blazer that hangs loose around his bulky frame. By the time he pulls up to the Rendon Group's headquarters near Dupont Circle, he has already racked up a handsome fee for the morning's work: According to federal records, Rendon charges the CIA and the Pentagon $311.26 an hour for his services.

Rendon is one of the most influential of the private contractors in Washington who are increasingly taking over jobs long reserved for highly trained CIA employees. In recent years, spies-for-hire have begun to replace regional desk officers, who control clandestine operations around the world; watch officers at the agency's twenty-four-hour crisis center; analysts, who sift through reams of intelligence data; and even counterintelligence officers in the field, who oversee meetings between agents and their recruited spies. According to one senior administration official involved in intelligence-budget decisions, half of the CIA's work is now performed by private contractors -- people completely unaccountable to Congress. Another senior budget official acknowledges privately that lawmakers have no idea how many rent-a-spies the CIA currently employs -- or how much unchecked power they enjoy.

Unlike many newcomers to the field, however, Rendon is a battle-tested veteran who has been secretly involved in nearly every American shooting conflict in the past two decades. In the first interview he has granted in decades, Rendon offered a peek through the keyhole of this seldom-seen world of corporate spooks -- a rarefied but growing profession. Over a dinner of lamb chops and a bottle of Chateauneuf du Pape at a private Washington club, Rendon was guarded about the details of his clandestine work -- but he boasted openly of the sweep and importance of his firm's efforts as a for-profit spy. "We've worked in ninety-one countries," he said. "Going all the way back to Panama, we've been involved in every war, with the exception of Somalia."

It is an unusual career twist for someone who entered politics as an opponent of the Vietnam War. The son of a stockbroker, Rendon grew up in New Jersey and stumped for McGovern before graduating from Northeastern University. "I was the youngest state coordinator," he recalls. "I had Maine. They told me that I understood politics -- which was a stretch, being so young." Rendon, who went on to serve as executive director of the Democratic National Committee, quickly mastered the combination of political skulduggery and media manipulation that would become his hallmark. In 1980, as the manager of Jimmy Carter's troops at the national convention in New York, he was sitting alone in the bleachers at Madison Square Garden when a reporter for ABC News approached him. "They actually did a little piece about the man behind the curtain," Rendon says. "A Wizard of Oz thing." It was a role he would end up playing for the rest of his life.

After Carter lost the election and the hard-right Reagan revolutionaries came to power in 1981, Rendon went into business with his younger brother Rick. "Everybody started consulting," he recalls. "We started consulting." They helped elect John Kerry to the Senate in 1984 and worked for the AFL-CIO to mobilize the union vote for Walter Mondale's presidential campaign. Among the items Rendon produced was a training manual for union organizers to operate as political activists on behalf of Mondale. To keep the operation quiet, Rendon stamped CONFIDENTIAL on the cover of each of the blue plastic notebooks. It was a penchant for secrecy that would soon pervade all of his consulting deals.

To a large degree, the Rendon Group is a family affair. Rendon's wife, Sandra Libby, handles the books as chief financial officer and "senior communications strategist." Rendon's brother Rick serves as senior partner and runs the company's Boston office, producing public-service announcements for the Whale Conservation Institute and coordinating Empower Peace, a campaign that brings young people in the Middle East in contact with American kids through video-conferencing technology. But the bulk of the company's business is decidedly less liberal and peace oriented. Rendon's first experience in the intelligence world, in fact, came courtesy of the Republicans. "Panama," he says, "brought us into the national-security environment."

In 1989, shortly after his election, President George H.W. Bush signed a highly secret "finding" authorizing the CIA to funnel $10 million to opposition forces in Panama to overthrow Gen. Manuel Noriega. Reluctant to involve agency personnel directly, the CIA turned to the Rendon Group. Rendon's job was to work behind the scenes, using a variety of campaign and psychological techniques to put the CIA's choice, Guillermo Endara, into the presidential palace. Cash from the agency, laundered through various bank accounts and front organizations, would end up in Endara's hands, who would then pay Rendon.

A heavyset, fifty-three-year-old corporate attorney with little political experience, Endara was running against Noriega's handpicked choice, Carlos Duque. With Rendon's help, Endara beat Duque decisively at the polls -- but Noriega simply named himself "Maximum Leader" and declared the election null and void. The Bush administration then decided to remove Noriega by force -- and Rendon's job shifted from generating local support for a national election to building international support for regime change. Within days he had found the ultimate propaganda tool.

At the end of a rally in support of Endara, a band of Noriega's Dignity Battalion -- nicknamed "Dig Bats" and called "Doberman thugs" by Bush -- attacked the crowd with wooden planks, metal pipes and guns. Gang members grabbed the bodyguard of Guillermo Ford, one of Endara's vice-presidential candidates, pushed him against a car, shoved a gun in his mouth and pulled the trigger. With cameras snapping, the Dig Bats turned on Ford, batting his head with a spike-tipped metal rod and pounding him with heavy clubs, turning his white guayabera bright red with blood -- his own, and that of his dead bodyguard.

Within hours, Rendon made sure the photos reached every newsroom in the world. The next week an image of the violence made the cover of Time magazine with the caption POLITICS PANAMA STYLE: NORIEGA BLUDGEONS HIS OPPOSITION, AND THE U.S. TURNS UP THE HEAT. To further boost international support for Endara, Rendon escorted Ford on a tour of Europe to meet British Prime Minister Margaret Thatcher, the Italian prime minister and even the pope. In December 1989, when Bush decided to invade Panama, Rendon and several of his employees were on one of the first military jets headed to Panama City.

"I arrived fifteen minutes before it started," Rendon recalls. "My first impression is having the pilot in the plane turn around and say, 'Excuse me, sir, but if you look off to the left you'll see the attack aircraft circling before they land.' Then I remember this major saying, 'Excuse me, sir, but do you know what the air-defense capability of Panama is at the moment?' I leaned into the cockpit and said, 'Look, major, I hope by now that's no longer an issue.'"

Moments later, Rendon's plane landed at Howard Air Force Base in Panama. "I needed to get to Fort Clayton, which was where the president was," he says. "I was choppered over -- and we took some rounds on the way." There, on a U.S. military base surrounded by 24,000 U.S. troops, heavy tanks and Combat Talon AC-130 gunships, Rendon's client, Endara, was at last sworn in as president of Panama.

Rendon's involvement in the campaign to oust Saddam Hussein began seven months later, in July 1990. Rendon had taken time out for a vacation -- a long train ride across Scotland -- when he received an urgent call. "Soldiers are massing at the border outside of Kuwait," he was told. At the airport, he watched the beginning of the Iraqi invasion on television. Winging toward Washington in the first-class cabin of a Pan Am 747, Rendon spent the entire flight scratching an outline of his ideas in longhand on a yellow legal pad.

"I wrote a memo about what the Kuwaitis were going to face, and I based it on our experience in Panama and the experience of the Free French operation in World War II," Rendon says. "This was something that they needed to see and hear, and that was my whole intent. Go over, tell the Kuwaitis, 'Here's what you've got -- here's some observations, here's some recommendations, live long and prosper.'"

Back in Washington, Rendon immediately called Hamilton Jordan, the former chief of staff to President Carter and an old friend from his Democratic Party days. "He put me in touch with the Saudis, the Saudis put me in touch with the Kuwaitis and then I went over and had a meeting with the Kuwaitis," Rendon recalls. "And by the time I landed back in the United States, I got a phone call saying, 'Can you come back? We want you to do what's in the memo.'"

What the Kuwaitis wanted was help in selling a war of liberation to the American government -- and the American public. Rendon proposed a massive "perception management" campaign designed to convince the world of the need to join forces to rescue Kuwait. Working through an organization called Citizens for a Free Kuwait, the Kuwaiti government in exile agreed to pay Rendon $100,000 a month for his assistance.

To coordinate the operation, Rendon opened an office in London. Once the Gulf War began, he remained extremely busy trying to prevent the American press from reporting on the dark side of the Kuwaiti government, an autocratic oil-tocracy ruled by a family of wealthy sheiks. When newspapers began reporting that many Kuwaitis were actually living it up in nightclubs in Cairo as Americans were dying in the Kuwaiti sand, the Rendon Group quickly counterattacked. Almost instantly, a wave of articles began appearing telling the story of grateful Kuwaitis mailing 20,000 personally signed valentines to American troops on the front lines, all arranged by Rendon.

Rendon also set up an elaborate television and radio network, and developed programming that was beamed into Kuwait from Taif, Saudi Arabia. "It was important that the Kuwaitis in occupied Kuwait understood that the rest of the world was doing something," he says. Each night, Rendon's troops in London produced a script and sent it via microwave to Taif, ensuring that the "news" beamed into Kuwait reflected a sufficiently pro-American line.

When it comes to staging a war, few things are left to chance. After Iraq withdrew from Kuwait, it was Rendon's responsibility to make the victory march look like the flag-waving liberation of France after World War II. "Did you ever stop to wonder," he later remarked, "how the people of Kuwait City, after being held hostage for seven long and painful months, were able to get hand-held American -- and, for that matter, the flags of other coalition countries?" After a pause, he added, "Well, you now know the answer. That was one of my jobs then."

Although his work is highly secret, Rendon insists he deals only in "timely, truthful and accurate information." His job, he says, is to counter false perceptions that the news media perpetuate because they consider it "more important to be first than to be right." In modern warfare, he believes, the outcome depends largely on the public's perception of the war -- whether it is winnable, whether it is worth the cost. "We are being haunted and stalked by the difference between perception and reality," he says. "Because the lines are divergent, this difference between perception and reality is one of the greatest strategic communications challenges of war."

By the time the Gulf War came to a close in 1991, the Rendon Group was firmly established as Washington's leading salesman for regime change. But Rendon's new assignment went beyond simply manipulating the media. After the war ended, the Top Secret order signed by President Bush to oust Hussein included a rare "lethal finding" -- meaning deadly action could be taken if necessary. Under contract to the CIA, Rendon was charged with helping to create a dissident force with the avowed purpose of violently overthrowing the entire Iraqi government. It is an undertaking that Rendon still considers too classified to discuss. "That's where we're wandering into places I'm not going to talk about," he says. "If you take an oath, it should mean something."

Thomas Twetten, the CIA's former deputy of operations, credits Rendon with virtually creating the INC. "The INC was clueless," he once observed. "They needed a lot of help and didn't know where to start. That is why Rendon was brought in." Acting as the group's senior adviser and aided by truckloads of CIA dollars, Rendon pulled together a wide spectrum of Iraqi dissidents and sponsored a conference in Vienna to organize them into an umbrella organization, which he dubbed the Iraqi National Congress. Then, as in Panama, his assignment was to help oust a brutal dictator and replace him with someone chosen by the CIA. "The reason they got the contract was because of what they had done in Panama -- so they were known," recalls Whitley Bruner, former chief of the CIA's station in Baghdad. This time the target was Iraqi President Saddam Hussein and the agency's successor of choice was Ahmad Chalabi, a crafty, avuncular Iraqi exile beloved by Washington's neoconservatives.

Chalabi was a curious choice to lead a rebellion. In 1992, he was convicted in Jordan of making false statements and embezzling $230 million from his own bank, for which he was sentenced in absentia to twenty-two years of hard labor. But the only credential that mattered was his politics. "From day one," Rendon says, "Chalabi was very clear that his biggest interest was to rid Iraq of Saddam." Bruner, who dealt with Chalabi and Rendon in London in 1991, puts it even more bluntly. "Chalabi's primary focus," he said later, "was to drag us into a war."

The key element of Rendon's INC operation was a worldwide media blitz designed to turn Hussein, a once dangerous but now contained regional leader, into the greatest threat to world peace. Each month, $326,000 was passed from the CIA to the Rendon Group and the INC via various front organizations. Rendon profited handsomely, receiving a "management fee" of ten percent above what it spent on the project. According to some reports, the company made nearly $100 million on the contract during the five years following the Gulf War.

Rendon made considerable headway with the INC, but following the group's failed coup attempt against Saddam in 1996, the CIA lost confidence in Chalabi and cut off his monthly paycheck. But Chalabi and Rendon simply switched sides, moving over to the Pentagon, and the money continued to flow. "The Rendon Group is not in great odor in Langley these days," notes Bruner. "Their contracts are much more with the Defense Department."

Rendon's influence rose considerably in Washington after the terrorist attacks of September 11th. In a single stroke, Osama bin Laden altered the world's perception of reality -- and in an age of nonstop information, whoever controls perception wins. What Bush needed to fight the War on Terror was a skilled information warrior -- and Rendon was widely acknowledged as the best. "The events of 11 September 2001 changed everything, not least of which was the administration's outlook concerning strategic influence," notes one Army report. "Faced with direct evidence that many people around the world actively hated the United States, Bush began taking action to more effectively explain U.S. policy overseas. Initially the White House and DoD turned to the Rendon Group."

Three weeks after the September 11th attacks, according to documents obtained from defense sources, the Pentagon awarded a large contract to the Rendon Group. Around the same time, Pentagon officials also set up a highly secret organization called the Office of Strategic Influence. Part of the OSI's mission was to conduct covert disinformation and deception operations -- planting false news items in the media and hiding their origins. "It's sometimes valuable from a military standpoint to be able to engage in deception with respect to future anticipated plans," Vice President Dick Cheney said in explaining the operation. Even the military's top brass found the clandestine unit unnerving. "When I get their briefings, it's scary," a senior official said at the time.

In February 2002, The New York Times reported that the Pentagon had hired Rendon "to help the new office," a charge Rendon denies. "We had nothing to do with that," he says. "We were not in their reporting chain. We were reporting directly to the J-3" -- the head of operations at the Joint Chiefs of Staff. Following the leak, Rumsfeld was forced to shut down the organization. But much of the office's operations were apparently shifted to another unit, deeper in the Pentagon's bureaucracy, called the Information Operations Task Force, and Rendon was closely connected to this group. "Greg Newbold was the J-3 at the time, and we reported to him through the IOTF," Rendon says.

According to the Pentagon documents, the Rendon Group played a major role in the IOTF. The company was charged with creating an "Information War Room" to monitor worldwide news reports at lightning speed and respond almost instantly with counterpropaganda. A key weapon, according to the documents, was Rendon's "proprietary state-of-the-art news-wire collection system called 'Livewire,' which takes real-time news-wire reports, as they are filed, before they are on the Internet, before CNN can read them on the air and twenty-four hours before they appear in the morning newspapers, and sorts them by keyword. The system provides the most current real-time access to news and information available to private or public organizations."

The top target that the pentagon assigned to Rendon was the Al-Jazeera television network. The contract called for the Rendon Group to undertake a massive "media mapping" campaign against the news organization, which the Pentagon considered "critical to U.S. objectives in the War on Terrorism." According to the contract, Rendon would provide a "detailed content analysis of the station's daily broadcast . . . [and] identify the biases of specific journalists and potentially obtain an understanding of their allegiances, including the possibility of specific relationships and sponsorships."

The secret targeting of foreign journalists may have had a sinister purpose. Among the missions proposed for the Pentagon's Office of Strategic Influence was one to "coerce" foreign journalists and plant false information overseas. Secret briefing papers also said the office should find ways to "punish" those who convey the "wrong message." One senior officer told CNN that the plan would "formalize government deception, dishonesty and misinformation."

According to the Pentagon documents, Rendon would use his media analysis to conduct a worldwide propaganda campaign, deploying teams of information warriors to allied nations to assist them "in developing and delivering specific messages to the local population, combatants, front-line states, the media and the international community." Among the places Rendon's info-war teams would be sent were Jakarta, Indonesia; Islamabad, Pakistan; Riyadh, Saudi Arabia; Cairo; Ankara, Turkey; and Tashkent, Uzbekistan. The teams would produce and script television news segments "built around themes and story lines supportive of U.S. policy objectives."

Rendon was also charged with engaging in "military deception" online -- an activity once assigned to the OSI. The company was contracted to monitor Internet chat rooms in both English and Arabic -- and "participate in these chat rooms when/if tasked." Rendon would also create a Web site "with regular news summaries and feature articles. Targeted at the global public, in English and at least four (4) additional languages, this activity also will include an extensive e-mail push operation." These techniques are commonly used to plant a variety of propaganda, including false information.

Still another newly formed propaganda operation in which Rendon played a major part was the Office of Global Communications, which operated out of the White House and was charged with spreading the administration's message on the War in Iraq. Every morning at 9:30, Rendon took part in the White House OGC conference call, where officials would discuss the theme of the day and who would deliver it. The office also worked closely with the White House Iraq Group, whose high-level members, including recently indicted Cheney chief of staff Lewis Libby, were responsible for selling the war to the American public.

Never before in history had such an extensive secret network been established to shape the entire world's perception of a war. "It was not just bad intelligence -- it was an orchestrated effort," says Sam Gardner, a retired Air Force colonel who has taught strategy and military operations at the National War College. "It began before the war, was a major effort during the war and continues as post-conflict distortions."

In the first weeks following the September 11th attacks, Rendon operated at a frantic pitch. "In the early stages it was fielding every ground ball that was coming, because nobody was sure if we were ever going to be attacked again," he says. "It was 'What do you know about this, what do you know about that, what else can you get, can you talk to somebody over here?' We functioned twenty-four hours a day. We maintained situational awareness, in military terms, on all things related to terrorism. We were doing 195 newspapers and 43 countries in fourteen or fifteen languages. If you do this correctly, I can tell you what's on the evening news tonight in a country before it happens. I can give you, as a policymaker, a six-hour break on how you can affect what's going to be on the news. They'll take that in a heartbeat."

The Bush administration took everything Rendon had to offer. Between 2000 and 2004, Pentagon documents show, the Rendon Group received at least thirty-five contracts with the Defense Department, worth a total of $50 million to $100 million.

The mourners genuflected, made the sign of the cross and took their seats along the hard, shiny pews of Our Lady of Victories Catholic Church. It was April 2nd, 2003 -- the start of fall in the small Australian town of Glenelg, an aging beach resort of white Victorian homes and soft, blond sand on Holdback Bay. Rendon had flown halfway around the world to join nearly 600 friends and family who were gathered to say farewell to a local son and amateur football champ, Paul Moran. Three days into the invasion of Iraq, the freelance journalist and Rendon employee had become the first member of the media to be killed in the war -- a war he had covertly helped to start.

Moran had lived a double life, filing reports for the Australian Broadcasting Corp. and other news organizations, while at other times operating as a clandestine agent for Rendon, enjoying what his family calls his "James Bond lifestyle." Moran had trained Iraqi opposition forces in photographic espionage, showing them how to covertly document Iraqi military activities, and had produced pro-war announcements for the Pentagon. "He worked for the Rendon Group in London," says his mother, Kathleen. "They just send people all over the world -- where there are wars."

Moran was covering the Iraq invasion for ABC, filming at a Kurdish-controlled checkpoint in the city of Sulaymaniyah, when a car driven by a suicide bomber blew up next to him. "I saw the car in a kind of slow-motion disintegrate," recalls Eric Campbell, a correspondent who was filming with Moran. "A soldier handed me a passport, which was charred. That's when I knew Paul was dead."

As the Mass ended and Moran's Australian-flag-draped coffin passed by the mourners, Rendon lifted his right arm and saluted. He refused to discuss Moran's role in the company, saying only that "Paul worked for us on a number of projects." But on the long flight back to Washington, across more than a dozen time zones, Rendon outlined his feelings in an e-mail: "The day did begin with dark and ominous clouds much befitting the emotions we all felt -- sadness and anger at the senseless violence that claimed our comrade Paul Moran ten short days ago and many decades of emotion ago."

The Rendon Group also organized a memorial service in London, where Moran first went to work for the company in 1990. Held at Home House, a private club in Portman Square where Moran often stayed while visiting the city, the event was set among photographs of Moran in various locations around the Middle East. Zaab Sethna, who organized the al-Haideri media exclusive in Thailand for Moran and Judith Miller, gave a touching tribute to his former colleague. "I think that on both a personal and professional level Paul was deeply admired and loved by the people at the Rendon Group," Sethna later said.

Although Moran was gone, the falsified story about weapons of mass destruction that he and Sethna had broadcast around the world lived on. Seven months earlier, as President Bush was about to argue his case for war before the U.N., the White House had given prominent billing to al-Haideri's fabricated charges. In a report ironically titled "Iraq: Denial and Deception," the administration referred to al-Haideri by name and detailed his allegations -- even though the CIA had already determined them to be lies. The report was placed on the White House Web site on September 12th, 2002, and remains there today. One version of the report even credits Miller's article for the information.

Miller also continued to promote al-Haideri's tale of Saddam's villainy. In January 2003, more than a year after her first article appeared, Miller again reported that Pentagon "intelligence officials" were telling her that "some of the most valuable information has come from Adnan Ihsan Saeed al-Haideri." His interviews with the Defense Intelligence Agency, Miller added, "ultimately resulted in dozens of highly credible reports on Iraqi weapons-related activity and purchases, officials said."

Finally, in early 2004, more than two years after he made the dramatic allegations to Miller and Moran about Saddam's weapons of mass destruction, al-Haideri was taken back to Iraq by the CIA's Iraq Survey Group. On a wide-ranging trip through Baghdad and other key locations, al-Haideri was given the opportunity to point out exactly where Saddam's stockpiles were hidden, confirming the charges that had helped to start a war.

In the end, he could not identify a single site where illegal weapons were buried.

As the war in Iraq has spiraled out of control, the Bush administration's covert propaganda campaign has intensified. According to a secret Pentagon report personally approved by Rumsfeld in October 2003 and obtained by Rolling Stone, the Strategic Command is authorized to engage in "military deception" -- defined as "presenting false information, images or statements." The seventy-four-page document, titled "Information Operations Roadmap," also calls for psychological operations to be launched over radio, television, cell phones and "emerging technologies" such as the Internet. In addition to being classified secret, the road map is also stamped noforn, meaning it cannot be shared even with our allies.

As the acknowledged general of such propaganda warfare, Rendon insists that the work he does is for the good of all Americans. "For us, it's a question of patriotism," he says. "It's not a question of politics, and that's an important distinction. I feel very strongly about that personally. If brave men and women are going to be put in harm's way, they deserve support." But in Iraq, American troops and Iraqi civilians were put in harm's way, in large part, by the false information spread by Rendon and the men he trained in information warfare. And given the rapid growth of what is known as the "security-intelligence complex" in Washington, covert perception managers are likely to play an increasingly influential role in the wars of the future.

Indeed, Rendon is already thinking ahead. Last year, he attended a conference on information operations in London, where he offered an assessment on the Pentagon's efforts to manipulate the media. According to those present, Rendon applauded the practice of embedding journalists with American forces. "He said the embedded idea was great," says an Air Force colonel who attended the talk. "It worked as they had found in the test. It was the war version of reality television, and for the most part they did not lose control of the story." But Rendon also cautioned that individual news organizations were often able to "take control of the story," shaping the news before the Pentagon asserted its spin on the day's events.

"We lost control of the context," Rendon warned. "That has to be fixed for the next war."

Fitzgerald Going Back to Grand Jury

Special Prosecutor Patrick Fitzgerald will present evidence next week to a grand jury in his two year-old investigation into the outing of covert CIA agent Valerie Plame Wilson in the hopes of securing a criminal indictment against an undetermined number of senior officials in the Bush administration for playing some sort of role in the leak, attorneys who have been working on this case since its inception said.

Adding a new wrinkle in the ongoing drama surrounding a federal probe into the Plame Wilson leak, Bob Woodward, the assistant managing editor of the Washington Post, disclosed that he testified under oath this week before Fitzgerald, stating that he too was told about Plame Wilson’s CIA status in June 2003 by an administration official.

Plame Wilson had recommended that her husband, former Ambassador Joseph Wilson, an outspoken critic of the administration’s pre-war Iraq intelligence, be sent to Niger to investigate allegations that Iraq had tried to purchase uranium from the African country. President Bush had cited the Iraq-uranium claims in his January 2003 State of the Union address. Wilson had told reporters privately in May 2003 that he had been the CIA’s special envoy sent to Niger to look into that rumor, reporting back to the CIA that the charges were false.

Woodward’s testimony contained information about several individuals at the White House that led Fitzgerald directly back to another grand jury, the substance of which sources would not divulge saying it could taint the case. Sources said the evidence involved additional aides in the Vice President’s office as well as senior officials who were part of a clandestine faction known as the White House Iraq Group, which was set up by President Bush’s Chief of Staff Andrew Card in August 2002 to "market" the Iraq war to the public via selective leaks to major newspapers about Iraq’s alleged weapons of mass destruction program.

In January 2004, Fitzgerald sent the White House subpoenas seeking documents from July 6 to July 30, 2003 of the little-known White House Iraq Group. Now, according to sources, he’s going to use that evidence in his grand jury proceedings, which may unintentionally shed some light on how the Niger claims ended up in Bush’s State of the Union address.

The WHIG had operated under the radar for quite some time. In August 2003, the Washington Post published the only account of the group's existence. During its very first meetings, Card's Iraq group ordered a series of white papers showing Iraq’s arms violations. The first paper, "A Grave and Gathering Danger: Saddam Hussein's Quest for Nuclear Weapons," was never published. However, the paper was drafted with the assistance of experts from the National Security Council and Cheney's office.

"It met weekly in the Situation Room, The Post said, and its regular participants included senior political adviser Karl Rove; communication strategists Karen Hughes, Mary Matalin and James Wilkinson; legislative liaison Nicholas Calio; policy advisers led by national security adviser Condoleezza Rice and her deputy Stephen Hadley; and Lewis "Scooter" Libby, chief of staff to Vice President Dick Cheney," according to a March 5, 2004 report in Newsday.

According to two intelligence officials at the CIA with knowledge of the inner workings of the White House Iraq Group, Vice President Dick Cheney was present at several of those meetings and personally discussed with those individuals in attendance at least two interviews Wilson gave to New York Times columnist Nicholas Kristoff and Washington Post reporter Walter Pincus, claiming that the administration "twisted" pre-war intelligence, and what the response from the administration should be.

When Wilson wrote an op-ed in the New York Times on July 6, 2003 attacking the administration’s assertion that Iraq tried to purchase uranium, CIA Director George Tenet was forced one day later to take responsibility for not omitting the Niger claim from Bush's State of the Union speech, citing pressure from the National Security Council. Within days of Tenet’s mea culpa, NSC deputy Stephen Hadley admitted he forgot seeing two memos from the agency expressing doubts about the intelligence related to Niger.

Although bulletproof evidence has surfaced during the past few months that proves Cheney played an active role in obtaining information from administration officials about the then-unnamed CIA official, and disseminating the classified material to senior aides - perfectly legal - there are doubts that the Vice President himself was the source who leaked the information to Woodward.

In a statement published in the Washington Post Wednesday, Woodward, the Pulitzer Prize-winning reporter whose investigative stories on the Watergate scandal forced the resignation of President Richard Nixon, said he had first learned about Plame Wilson’s identity in mid-June 2003, during a time when Cheney and his senior aides had gone to great lengths to find out her identity in the hopes of silencing Wilson, who at the time had been causing a stir behind the scenes by calling into question the veracity of the administration’s pre-war intelligence.

Woodward said that he had spoken with two administration officials on June 20 and June 23, 2003. It is unclear which of these dates Woodward had spoken with Cheney and Hadley, whether it was in person or during a phone interview. Cheney was in Boca Raton, Fla., on June 20, 2003 speaking to the International Petroleum Association about the war on terror and the ongoing war in Iraq. On June 23, 2003 Cheney was the headliner at a fundraiser for the 2004 presidential campaign in Hopkinton, Mass. The vice president’s office would not return calls seeking information as to whether Cheney returned to Washington following the fundraiser and speech.

On Friday, Hadley refused to respond to questions from the Associated Press denying he was Woodward’s source. A spokeswoman for the National Security Council said Hadley categorically denied being Woodward’s source, adding that the two did not meet in June 2003. However, the spokeswoman refused to go on the record and asked that her statements be attributed to a "White House official" because of the sensitivity of the matter. When asked why her statement could not be attributed to the NSC she said, "This situation is too sensitive and that is the line we are telling other reporters."

The New York Times reported Thursday that Cheney and Hadley hadn’t joined the chorus of top administration officials who have publicly denied speaking to Woodward about Plame. Those ruled out or who have issued statements saying they did not speak to Woodward include President Bush; Bush's Deputy Chief of Staff Andrew Card; former Secretary of State Colin Powell; John McLaughlin; Deputy Chief of Staff Karl Rove, who remains in legal limbo for his role in the leak; and White House Communications Director Dan Bartlett.

At the time Woodward had spoken with Hadley, he was writing a book, "Plan of Attack," about the invasion of Iraq. Ironically, it was during the 30th anniversary of Watergate when Woodward was told about Plame Wilson. However, the reporter seemed to be unaware that the disclosure would become, next to Watergate, one of the biggest scandals in White House history.

In his statement, Woodward said he met with I. Lewis "Scooter" Libby, Cheney’s former chief of staff, who was indicted on five counts of obstruction of justice and lying to a grand jury, about his role in the leak, "at 5:10 p.m. in his office adjacent to the White House. I took the 18-page list of questions with the Page-5 reference to 'yellowcake' to this interview and I believe I also had the other question list from June 20, which had the 'Joe Wilson's wife' reference."

With Hadley and Libby being named as the administration officials who shared classified information with Woodward in June 2003, as well as other top reporters covering the White House, the theory that there was a coordinated effort within the office of the vice president to pummel Wilson seems credible.

Mehlis's Murky Past; US and Israeli Proxies Pushing the Next Neo-Con War
Faking the Case Against Syria

Another slam dunk forgery is being used to convict Syria. The United Nations' Detlev Mehlis inquiry into the murder of Lebanon's former Prime Minister Rafiq Hairri depends on a central witness, Zuhir Ibn Mohamed Said Saddik, who has faced accusations of being a swindler and embezzler. Der Spiegel exposed Saddik's brags of "becoming a millionaire" from his testimony to the Mehlis Commission. Saddik was referred to the Mehlis Commission by Syrian regime critic Rifaat Assad, the uncle of current Syrian President Bashar Assad. Rifaat has been lobbying the Bush administration to become the president of Syria in the event his nephew Bashar is ousted.

The record of the UN's investigator Mehlis does not inspire faith in his credibility. As Senior Public Prosecutor in the German Attorney General's office, Mehlis investigated the 1986 LaBelle Discotheque bombing in Berlin. Relying on alleged National Security Agency intercepts of coded messages between Tripoli and Libyan suspects in Germany (later revealed by former Mossad agent Victor Ostrovsky as false telex signals generated by Mossad itself), Mehlis provided the 'irrefutable proof' of Libya's guilt that then justified Ronald Reagan's bombing of Libya.

In the case of the accusations against Syria, Mehlis's case revolves around a series of questionable phone conversations and intersecting calling card numbers allegedly dialled by the perpetrators. It contains no definitive forensics on the car bomb explosives used. Outside investigators have said it could have been RDX plastique, not TNT as Mehlis suggested in his report. The German Mercedes manufacturers were also perplexed at how Hariri's vehicle, reinforced by the heaviest steel-titanium alloy, was "melted by the force of the explosion," after-effects usually associated with high density DU munitions. The car bomb vehicle (stolen in Japan and never fully traced) was possibly driven by a suicide bomber, whose identity is still unknown. Mehlis's report then states: "Another only slightly less likely possibility is that of a remotely controlled device."

Mehlis conclusions on the case , due on December 15 could justify an attack on Syria, using the Hariri assassination as justification. But from Beirut to Damascus, the "Arab Spring" was a neocon forgery designed to destabilize the Levant and redraw the map of the middle east.

Near the Mohammad Al Amin Mosque of former Prime Minister Rafiq Hariri in Beirut, I interviewed a founder of the Martyrs' Square tent city and asked about US-Israeli sponsorship of the 'Independence Intifadah'. Surrounded by red and white Lebanese flags, soldier Michael Sweiden of the Lebanese Forces emphasized he was Christian Lebanese.

"We love Israel", he told me. "Israel helps us. Israel is like our mother."
Years before its role in the so-called "Cedar Revolution" (a moniker coined by US Undersecretary of State Paula Dobriansky, a signatory to the Project for a New American Century), Israel awarded citizenship and grants of up to $10,000 to South Lebanon Army soldiers who collaborated with the Israeli Defense Forces during Lebanon's civil war. The Israeli newspaper Haaretz revealed, "Senior officials at Prime Minister Ariel Sharon's office were in touch with Lebanese leaders even before the current crisis." Backed by American and Israeli neocons, a Christian Lebanese Likud is proxying Israel's second invasion.

One example is the Lebanese Foundation for Peace, a self-styled "Government of Lebanon in Exile in Jerusalem" founded by former Lebanese Forces' military intelligence officer Nagi Najjar. Najjar, a CIA consultant, testified not so long ago in support of Ariel Sharon's "complete innocence" in the Sabra and Shatila affair against charges by Human Rights Watch and regional governments. Najjar has also paired with Mossad agent Yossef Bodansky while lobbying the U.S. congress to intervene in Hezbollah-dominated south Lebanon. His NGO, The Lebanese Foundation for Peace, endorsed the AIPAC-sponsored sanctions against Syria, known as the Syria Accountability / Lebanese Sovereignty Restoration Act of 2003. On his LFP website featuring an Israeli flag, Najjar's "government in exile" issued an official declaration; "We, the people of Free Lebanon, thank Prime Minister Ariel Sharon and Foreign Minister Silvan Shalom for the campaign launched by the Israeli Ministry of Foreign Afffairs aimed at ousting Syria from occupying Lebanon."

Another NGO of the Lebanese Likud is the United States Committee for a Free Lebanon. Its President, Ziad Abdel Nour is the son of wealthy Lebanese Minister of Parliament Khalil Abdel Nour. USCFL partners with designated "democratizers" such as the American Enterprise Institute (created by Lebanese-American William Baroody, Sr.), Conference of Presidents of Major American Jewish Organizations, Jewish Institute for National Security Affairs, Republican Jewish Coalition, Foundation for the Defense of Democracies, Middle East Forum, the Hudson Institute and kindred pro-Israel lobbies.

The USCFL hails former Lebanese president Amin Gemayel for signing a peace deal with Israel in 1983. (According to the UAE's late president Sheik Zayed bin sultan Al Nahyan, Saddam Hussein agreed to leave Iraq before the war in 2003 to halt the invasion. But Amin Gemayel, the mediator between Saddam and the US administration, wrongly informed the US that Hussein had rejected all offers of exile). Abdel Nour's other links include the World Lebanese Organization, which advocates Israel's re-occupation of south Lebanon. In 2000, he and neocon Daniel Pipes composed the policy paper "Ending Syria's Occupation of Lebanon: the US Role" and together co-author the Middle East Intelligence Bulletin. The bulletin is a project of the neocon Middle East Forum and is a frequent resource for American intelligence agencies. On November 2, 2005 Abdel Nour updated me on the Syrian crisis by phone.


Schuh: What is the future of Syria, of President Bashar Al Assad's situation?

Nour: Both the Syrian and Lebanese regimes will be changed- whether they like it or not- whether it's going to be a military coup or something else... and we are working on it. We know already exactly who's going to be the replacements. We're working on it with the Bush administration. This is a Nazi regime of 30 years, killing ministers, presidents and stuff like that. They must be removed. These guys who came to power, who rule by power, can only be removed by power. This is Machiavelli's power game. That's how it is. This is how geopolitics -- the war games, power games -- work. I know inside out how it works, because I come from a family of politicians for the last 60 years. Look, I have access to the top classified information from the CIA from all over the world. They call me, I advise them. I know exactly what's going on. And this will happen.

Q: So would they remove the entire Assad family?

A: Why not? Who is Bashar Al Assad?

Q: I didn't see forensic proof in the Mehlis report that would legally convict Assad of Hariri's death in a court of law.

A: I don't give a damn. I don't give a damn, frankly. This Bashar Al Assad-Emil Lahoud regime is going to go whether it's true or not. When we went to Iraq whether there were weapons of mass destruction or not, the key is -- we won. And Saddam is out! Whatever we want, will happen. Iran? We will not let Iran become a nuclear power. We'll find a way, we'll find an excuse- to get rid of Iran. And I don't care what the excuse is. There is no room for rogue states in the world. Whether we lie about it, or invent something, or we don't... I don't care. The end justifies the means. What's right? Might is right, might is right. That's it. Might is right.

Q: You sound just like Saddam. Those were his rules too.

A: So Saddam wanted to prove to the whole world he was strong? Well, we're stronger- he's out! He's finished. And Iran's going to be finished and every single Arab regime that's like this will be finished. Because there is no room for us capitalists and multinationalists in the world to operate with regimes like this. Its all about money. And power. And wealth... and democracy has to be spread around the world. Those who want to espouse globalization are going to make a lot of money, be happy, their families will be happy. And those who aren't going to play this game are going to be crushed, whether they like it or not! This is how we rule. And this is how it's going to be as long as you have people who think like me.

Q: When will this regime change take place?

A: Within 6 months, in both Lebanon and Syria.

Q: Some names of replacements?

A: It is classified. There are going to be replacements and we know who they are, but I cannot mention the names.

Q: Will this be done peacefully?

A: It doesn't matter. The end justifies the means. I don't care about how it's done. The important thing is that it is done. I don't rule out force. I'm not against force. If it's an option, it will be an option.

Q: But if it's just trading Syrian control for American or Israeli control?

A: I have -- we have -- absolutely no problem with heavy US involvement in Lebanon. On an economic level, military level, political level, security level... whatever it is. Israel is the 51st state of the United States. Let Lebanon be the 52nd state. And if the Arabs don't like it, tough luck.

US-Israeli intervention in Lebanon has a long history. In 1950's Beirut, The U.S. oil companies and the CIA paid bribes to Maronite Catholic President Camille Chamoun to buy allegiance against Lebanese Muslims, and the pan-Arab threat of Nasser. In his book Ropes of Sand, CIA case officer William Crane Eveland revealed, "Throughout the elections, I traveled regularly to the presidential palace with a briefcase full of Lebanese pounds, then returned late at night to the embassy with an empty twin case" to be refilled again with more CIA funds. Journalist Said Aburish recalled, "The convergence of interest between the Camille Chamoun government and CIA agents produced a bizarre atmosphere which altered Beirut's character. It became a CIA city..." frequented by such covert operatives as Kermit Roosevelt (who organized the Iranian coup against Mohammed Mossadeq). Soon the Israelis joined in, supplying weapons to Chamoun's son Dany, an arms trader. Dany's weapons sales to Maronite gangs created a precedent for the country's civil war militias. A more recent US-Israeli role commenced in mid-November, 2004. A demonstration was called by former Christian General Michel Aoun. (Aoun testified to the US Congress in 2003, and Congress favors him as a post-Assad Lebanese president). US diplomats coached a vanguard of unwitting Lebanese youth in CIA "Triple U" techniques (uncontrollable urban unrest). Opposition sources revealed that a downtown rally of 3000 mostly Christian student activists protesting "Syrians Out!" had been organized by the US Embassy in Beirut. The Associated Press reported on November 19, 2004, "One demonstrator appealed to the US president, holding a placard that read: 'Bush help us save Lebanon.' Another dressed up as Osama bin Laden but with the words "Syrian Terror" on his chest. He held a toy gun to the head of a protester who was wrapped in the Lebanese flag..."

Lebanese riot police allowed this unprecedented pre-Cedar rehearsal without arrests because of a deal worked out beforehand with US Ambassador Jeffrey Feltman. Feltman, closely linked to Ariel Sharon and Karl Rove, is an associate of the Pentagon's Office of Special Plans that created the false evidence and "mushroom cloud" intelligence used to justify attacks on Iraq. This 2004 rehearsal demonstration was answered by a counter protest of 300,000 on November 30 against UN Resolution 1559.

When the stage show opened for real after Rafiq Hariri's death, America's Wag the Flag performance was camera-ready. Janes.com exposed that the flashy demonstrations and rallies were being engineered by one of Lebanon's top advertising agencies and the London-based Saatchi & Saatchi. Michael Nakfour of the corporate events management company, Independence 05 - Civil Society, helped manage the Freedom Square tent city by distributing food, flags, supplies and theatrical effects, prompting American Enterprise Institute scholar Hedieh Mirahmadi to marvel; "Who would imagine one could find posters, in downtown Beirut, with the picture of President Bush in between American and Lebanese flags?" (NY Sun, 3/18/05)

Reporter Mary Wakefield, of The Spectator was also surprised. "Only 1,000 or so people? ..it felt less like a national protest than a pop concert. Bouncers in black bomber jackets wore laminated Independence '05 cards round their necks, screens to the left and right of the platform reflected the crowd... To the left of the main speaker, a man in a black flying suit with blonde highlights, mirrored Oakley sunglasses and an earpiece seemed to be conducting the crowd. Sometimes he'd wave his arms to increase the shouting, sometimes, with a gesture he'd silence them... 'Out Syria! Out Syria! Out Syria!' Production assistants with clipboards busied themselves around trucks full of monitors and amplifiers.... The truth is that the Cedar Revolution has been presented and planned in just the same way as Ukraine's Orange revolution and, before it, the Rose revolution in Georgia. But just because it is in American interests doesn't mean it's an American production." ("A Revolution Made for TV" 3/12/05)

Why not? The New York Post: "US intelligence sources told The Post that the CIA and European intelligence services are quietly giving money and logistical support to organizers of the anti-Syrian protests to ramp up pressure on Syrian President Bashar Al Assad to completely quit Lebanon. Sources said the secret program is similar to previous support of pro-democracy movements in Georgia and Ukraine, which also led to peaceful demonstrations." (3/8/05).

On the streets of Beirut, one 'grassroots' project, "Pulse of Freedom," inadvertently exposed its U.S. origins by utilizing uniquely American street theater tactics. Then in a slip, reminiscent of Baghdad's Firdos Square when US troops covered Saddam's statue with the Stars and Stripes, or when the Republic of Georgia's military band played the US national anthem instead of its own during the Rose Revolution, "Pulse of Freedom" portrayed Lebanon's national Monument of Sovereignty as the Statue of Liberty.

Spirit of America, the NGO that created "Pulse of Freedom" provided protesters with a billboard-sized electronic 'Freedom Clock' for 'Freedom Square' to "countdown to freedom." Spirit of America's tax deductible donations helped maintain the tent city's food, shelter and other basic necessities "so that the demonstrators can keep pressure on for political change and world attention on the struggle for Lebanese independence". Spirit of America also spawned a plethora of revolution bloggers, foremost among them Tech Central Station columnist Michael Totten whose boss was Spirit of America's founder Jim Hake.

A registered charity, Spirit of America exemplifies the regime change industry. Advised by US Ambassador Mark Palmer, Vice Chairman of the Board of Freedom House, and co-founder of the National Endowment for Democracy, Palmer served as speech-writer to three US Presidents and six Secretaries of State. He also helped the US government destabilize Slobodan Milosevic and Muammar Qaddafi. Capitalizing on his color revolution skills, Palmer wrote "Breaking the Real Axis of Evil: How to Oust the World's Last Dictators Without Firing a Shot."

Another Spirit of America governor is Lt General Mike DeLong, Deputy Commander, US Central Command, MacDill Air Force Base, Florida. DeLong manages a budget of $8.2 billion and "conceived and implemented the Global War on Terrorism, Operation Enduring Freedom and Operation Iraqi Freedom." As top Deputy to former General Tommy Franks, DeLong's listed expertise at places such as the Army War College, the Department of Defense and the Amphibious Warfare School included Artillery, military intelligence, coup détats, supporting democracy. DeLong in his autobiography Inside Centcom alleged "Syria had been shipping military supplies, including night vision goggles to Iraq." The New York Times and Washington Post later revealed that these data had been fabricated "smoking gun" evidence. Charles Duelfer of the UN Iraq Survey Group also confirmed that WMD charges had been "exaggerated" by now-US Ambassador to the UN, John Bolton, when he was Under-Secretary for Arms Control in 2002.

Lebanese history professor Habib Malik, affiliated with the Middle East Forum, defended the anti-Syria protesters to journalist-in-residence Claudia Rosett of the Foundation for the Defense of Democracies as being "utterly spontaneous and coercion-free." (NY Sun, 3/11/05)

But an American Hezbollah expert in Beirut, Dr. Judith Harik, informed this writer that the pro-Syria crowds were misrepresented in the media. "As you are hearing, the Bush administration is labeling the opposition "the people" and everyone else as Hezbollah terrorists. Tomorrow's [March 8, 2005] demonstration will include Sunnis, Druze of the Arslan faction, Christians of all the leftist nationalist parties and the entire south and Bekaa, along with Orthodox Christian areas of Mt. Lebanon. Again the Bush administration is misleading the public by 'mistakenly' lauding a loud minority that supports its middle east policy."

Each side eventually held a mass demonstration numbered in the hundreds of thousands, prompting a truce. But the US-Israeli machine declared war. Using language formerly reserved for Yasser Arafat, Bush parroted Ariel Sharon. "Syria is an obstacle to peace" and an "obstacle to change". Rep. Sam Johnson (R-Texas) advised, "Syria -- put two nukes on 'em"; Jerusalem Post: "Israel hails Bush's Islamist attacks"; Jewish Forward; "US promises Israel to tackle Hezbollah."

A deck of 'Most Wanted' playing cards appeared, a technique used by the Israeli newspaper Maariv to target Palestinians, and later used against the Iraqi Baath Party. Likud MK Yuval Steinetz, head of the Knesset's Defense and Foreign Affairs Committee crystallized the priorities: "It's a clear Israeli interest to end the Assad dynasty and replace Bashar Assad." Evoking the "absurd Arabs with their Arab conspiracy theories" slur, Geostrategy-Direct headlined: "Is Bashar Assad paranoid or is the US really plotting to undermine him?"

When Israel's commandeering of US middle east policy became too overt, defter tongues moved to quell the uproar. "Bush Administration Advises Israel to be Quiet on Lebanese Politics," said the New York Times. It wasn't the first reprimand to Israel by some of its own. In November, 2003 Israel's former head of military intelligence, Major-General Shlomo Gazit publicly warned Sharon against threatening Syria and the Israeli "jab, jab policy orchestrated to incite and humiliate Damascus. It is only going to be a matter of time until the Syrians are unable to hold back and then the big blaze will begin." But that was Sharon's intent and he spoke of Iraq as a justification to attack Hezbollah; "it will give us a great pretext. But we'll hit them in any case." (Daily Times, 3/4/03)

The Jerusalem Post wrote; "Rumsfeld considers striking Hizbullah to provoke Syria," and the Pentagon assessed that "the time is coming to oust Assad and the ruling generals by targeting Syria via Lebanon..." Former National Security Council/CIA analyst Flynt Leverett confirmed Rumsfeld's belief that by instigating the right crisis in Lebanon, regime change could be executed in Syria. One Rumsfeld project, P20G, or the Proactive Pre-emptive Operations Group, existed specifically to provoke terrorist attacks that would then justify "counter-attacks". Neocons such as Douglas Feith and David Wurmser envisioned this graduated destablization as the "constructive instability" of "total war".

Rumsfeld's team had already begun discussions with Israeli intelligence about assassinating Lebanese officials -- particularly "Hezbollah and their supporters" in 2002, and intelligence operatives were dispatched to Lebanon. (This writer was introduced to at least one Israeli 'student' studying Arabic at AUB in Beirut. He travelled with an American passport, coming to Lebanon "to study 'the enemy' to find out how they think.") The Sunday Times (6/5/05) revealed that Mossad had been using Trojan Horse email surveillance on President Assad's wife Asma, labelling her family correspondence a "legitimate soft target".

By January 2005, the Pentagon were preparing for military operations in Lebanon to destroy "insurgency strongholds along the Lebanese-Syrian border". Simultaneously, Israeli approval for a military operation in Lebanon was given after Hezbollah killed an IDF officer. Political-security cabinet members comprised of PM Sharon, Deputy PM Ehud Olmert, Vice Premier Shimon Peres, and FM Silvan Shalom had authorized the action. (Haaretz, 5/3/05). But then Rafiq Hariri was killed, and the door to Syria swung open.

Syria may become America's 53rd state, if Farid Ghadry's NGO, the Reform Party of Syria rushes through that opened door. Ghadry is a Syrian Christian who worked for EG & G, a Department of Defense contractor. EG & G assisted in the development and testing of nuclear weapons and in many of the US military's top secret atomic projects. Ghadry's Reform Party coordinates with the Syrian National Council, and transmits Radio Free Syria from Cyprus and Germany to destabilize Syria. The CIA and Mossad have long used Kurds to target nations in the region. Journalist Jack Anderson wrote in 1972 about Israeli envoys delivering $50,000 a month to Kurdish leader Mullah Mustafa Barzani to destabilize Iraq.

In March 2004, this writer was approached in Damascus by Kurds from Qamishli and Hasaka (one whose brother was arrested in the riots) wanting to "thank Bush for helping us get rid of Assad". News accounts later verified that the chaos up north had been orchestrated by the US and Israel, using Turkish and Iraqi Kurds. 'Protesters' at the height of the melee even waved posters of President Bush and American flags. The ringleaders were sponsored by the Department of Defense and the US State Department. "Let the Damascus spring flower, and let its flowers bloom," said Secretary of State Condoleezza Rice. So sprouted another color catastrophe -- Syria's "Jasmine Revolution".

Reform Party of Syria's Farid Ghadry has been a featured speaker at the Jewish Institute for National Security Affairs, and is himself a member of AIPAC. When repeated calls to his organization went unanswered, I visited the Washington, D.C. headquarters of the RFP. Reform Party of Syria is the office of "super-Zionist" lobbyist Jack Abramoff. Middle Gate Ventures, Abramoff's 'political advisory company' partners with RFP. Abramoff is a top Beltway lobbyist now under intensive FBI investigation concerning, among other things, his proposed $9 million fee to get Gabon's president an Oval Office session with Bush.

As a College Republican in the 1980s, Abramoff founded the International Freedom Foundation, a project linked to the South African Defence Forces. The International Freedom Foundation was the PR branch of sister NGO Strategic Communications, a covert organization charged by former spy Craig Williamson in the Weekly Mail and Guardian for 2/24/95 with being involved with frame-ups, extreme violence and dirty tricks campaigns.

According to the Weekly Standard (12/20/04), one Abramoff venture was his organization of a 1985 global "summit" of underworld thugs. With Citizens for America sponsorship, Contra leaders, guerilla rebels and right wing 'freedom fighters' from around the world convened in the African hinterlands to strategize. During this period, Abramoff's membership/financial transactions with the secretive Council for National Policy, which included Oliver North and Richard Secord, became a template for how to mask money that still remains partially hidden. Recently Abramoff's interventionism has focused on the Middle East. Tomflocco.com reveals that Abramoff's long-time employer, Greenberg Traurig, partially financed a Homeland Security Government Contract Team trip to Israel for the US House/Senate Armed Services Committee and defense contractor CACI (accused of Abu Ghraib torture). The delegation reviewed IDF "resistance to interrogation techniques" used in Palestine, Guantanamo and Abu Ghraib. The Lebanon Daily Star reported that the group visited Beit Horon "the central training camp for the anti-terrorist forces of the Israeli police and border police" and were able to "witness exercises related to anti-terror warfare." Legislators' names were not disclosed.

Abramoff also works with the World Zionist Organization and the Christian Coalition to bankroll illegal Israeli settlement activities. According to Israeli prosecutor Talia Sasson they are part of a larger international problem. Some $60 billion worldwide has been illicitly funnelled to Israeli settlements via different foreign donors, quasi-NGOs and secret military accounts.

In one such case, according to Senate testimony and news reports in Newsweek and The New Republic, an Abramoff charity, Capital Athletic Fund, underwrote sniper scopes, camouflage suits, thermal imagers, night vision goggles, hydration tactical tubes, shooting mats and other paramilitary equipment through Greenberg Traurig to right wing settler Shmuel Ben-Zvi. Abramoff wanted to help ultraorthodox settlement Beitar Illit "neutralize terrorists" and wrote to Ben-Zvi; "Thanks brother. If only there were another dozen of you the dirty rats would be finished." Apparently angling for cover and a tax deduction, Beitar Illit seminar director Ben-Zvi suggested invoicing the weaponry to the Israeli Defence Forces on 'Sniper Workshop' stationery with a sniper logo and letterhead to qualify it as an educational entity. Payments were partially run through "Kollel Ohel Tiferet," an entity not publicly listed or traceable. Beitar Illit Mayor Yitzhak Pindrus claims never to have heard of it. (Newsweek, 5/2/05)

Abramoff dollars may also have found their way to the Israeli Defense Forces' Lebanon Border Unit, the civilian SF troops that patrol the Israel-Lebanon border. Yaagal, supposedly disbanded after Israel's 2000 pullout from south Lebanon, still conducts clandestine reconnaissance, plans ambushes and carries out cross-border incursions into Hezbollah-held areas of south Lebanon. As so often with lobbyist Abramoff's entities, the tools and trails remain murky.

Indicted AIPAC lobbyist Steven Rosen told the New Yorker; "A lobby is like a night flower: it thrives in the dark and dies in the sun." But Abramoff's own words to Ralph Reed in 1983 are even more apropos; "It is not our job to seek peaceful coexistance" with opponents. "Our job is to remove them permanently." Flowery language for forged freedoms, an "Arab Spring" Machiavelli-style.

War in Iraq






(Washington D.C.)- The war in Iraq is not going as advertised. It is a flawed policy wrapped in illusion. The American public is way ahead of us. The United States and coalition troops have done all they can in Iraq, but it is time for a change in direction. Our military is suffering. The future of our country is at risk. We can not continue on the present course. It is evident that continued military action in Iraq is not in the best interest of the United States of America, the Iraqi people or the Persian Gulf Region.

General Casey said in a September 2005 Hearing, “the perception of occupation in Iraq is a major driving force behind the insurgency.” General Abizaid said on the same date, “Reducing the size and visibility of the coalition forces in Iraq is a part of our counterinsurgency strategy.”

For 2 ½ years I have been concerned about the U.S. policy and the plan in Iraq. I have addressed my concerns with the Administration and the Pentagon and have spoken out in public about my concerns. The main reason for going to war has been discredited. A few days before the start of the war I was in Kuwait – the military drew a red line around Baghdad and said when U.S. forces cross that line they will be attacked by the Iraqis with Weapons of Mass Destruction – but the US forces said they were prepared. They had well trained forces with the appropriate protective gear.

We spend more money on Intelligence than all the countries in the world together, and more on Intelligence than most countries GDP. But the intelligence concerning Iraq was wrong. It is not a world intelligence failure. It is a U.S. intelligence failure and the way that intelligence was misused.

I have been visiting our wounded troops at Bethesda and Walter Reed hospitals almost every week since the beginning of the War. And what demoralizes them is going to war with not enough troops and equipment to make the transition to peace; the devastation caused by IEDs; being deployed to Iraq when their homes have been ravaged by hurricanes; being on their second or third deployment and leaving their families behind without a network of support.

The threat posed by terrorism is real, but we have other threats that cannot be ignored. We must be prepared to face all threats. The future of our military is at risk. Our military and their families are stretched thin. Many say that the Army is broken. Some of our troops are on their third deployment. Recruitment is down, even as our military has lowered its standards. Defense budgets are being cut. Personnel costs are skyrocketing, particularly in health care. Choices will have to be made. We can not allow promises we have made to our military families in terms of service benefits, in terms of their health care, to be negotiated away. Procurement programs that ensure our military dominance cannot be negotiated away. We must be prepared. The war in Iraq has caused huge shortfalls at our bases in the U.S.
Much of our ground equipment is worn out and in need of either serious overhaul or replacement. George Washington said, “To be prepared for war is one of the most effective means of preserving peace.” We must rebuild our Army. Our deficit is growing out of control. The Director of the Congressional Budget Office recently admitted to being “terrified” about the budget deficit in the coming decades. This is the first prolonged war we have fought with three years of tax cuts, without full mobilization of American industry and without a draft. The burden of this war has not been shared equally; the military and their families are shouldering this burden.

Our military has been fighting a war in Iraq for over two and a half years. Our military has accomplished its mission and done its duty. Our military captured Saddam Hussein, and captured or killed his closest associates. But the war continues to intensify. Deaths and injuries are growing, with over 2,079 confirmed American deaths. Over 15,500 have been seriously injured and it is estimated that over 50,000 will suffer from battle fatigue. There have been reports of at least 30,000 Iraqi civilian deaths.

I just recently visited Anbar Province Iraq in order to assess the conditions on the ground. Last May 2005, as part of the Emergency Supplemental Spending Bill, the House included the Moran Amendment, which was accepted in Conference, and which required the Secretary of Defense to submit quarterly reports to Congress in order to more accurately measure stability and security in Iraq. We have now received two reports. I am disturbed by the findings in key indicator areas. Oil production and energy production are below pre-war levels. Our reconstruction efforts have been crippled by the security situation. Only $9 billion of the $18 billion appropriated for reconstruction has been spent. Unemployment remains at about 60 percent. Clean water is scarce. Only $500 million of the $2.2 billion appropriated for water projects has been spent. And most importantly, insurgent incidents have increased from about 150 per week to over 700 in the last year. Instead of attacks going down over time and with the addition of more troops, attacks have grown dramatically. Since the revelations at Abu Ghraib, American casualties have doubled. An annual State Department report in 2004 indicated a sharp increase in global terrorism.

I said over a year ago, and now the military and the Administration agrees, Iraq can not be won “militarily.” I said two years ago, the key to progress in Iraq is to Iraqitize, Internationalize and Energize. I believe the same today. But I have concluded that the presence of U.S. troops in Iraq is impeding this progress.

Our troops have become the primary target of the insurgency. They are united against U.S. forces and we have become a catalyst for violence. U.S. troops are the common enemy of the Sunnis, Saddamists and foreign jihadists. I believe with a U.S. troop redeployment, the Iraqi security forces will be incentivized to take control. A poll recently conducted shows that over 80% of Iraqis are strongly opposed to the presence of coalition troops, and about 45% of the Iraqi population believe attacks against American troops are justified. I believe we need to turn Iraq over to the Iraqis.
I believe before the Iraqi elections, scheduled for mid December, the Iraqi people and the emerging government must be put on notice that the United States will immediately redeploy. All of Iraq must know that Iraq is free. Free from United States occupation. I believe this will send a signal to the Sunnis to join the political process for the good of a “free” Iraq.

My plan calls:

To immediately redeploy U.S. troops consistent with the safety of U.S. forces.
To create a quick reaction force in the region.
To create an over- the- horizon presence of Marines.
To diplomatically pursue security and stability in Iraq

This war needs to be personalized. As I said before I have visited with the severely wounded of this war. They are suffering.


Because we in Congress are charged with sending our sons and daughters into battle, it is our responsibility, our OBLIGATION to speak out for them. That’s why I am speaking out.

Our military has done everything that has been asked of them, the U.S. can not accomplish anything further in Iraq militarily. IT IS TIME TO BRING THEM HOME.

A Bush 'secret' exposed
A dispute over funding for the state Department of Juvenile Justice showed what one lawmaker called 'a dirty little secret' in how state agency budgets are controlled by the governor's office.

An angry meeting in Miami between state legislators and juvenile justice officials has exposed publicly what for years has been an open secret in the state capital: Despite a state law to the contrary, Gov. Jeb Bush's administration handcuffs state agencies' requests for money from lawmakers.

The funding dispute arose during a bitter exchange Wednesday between lawmakers and officials of the state Department of Juvenile Justice. The legislators have questioned over the past three years why DJJ guards are poorly trained, don't have enough radios, and why surveillance equipment designed to protect both guards and children often doesn't work.

At Wednesday's hearing, lawmakers grilled DJJ officials about why they haven't sought the money to resolve the problems.

That's when Randy Ball, an aide in the governor's office, came to DJJ's defense, telling lawmakers that neither they nor DJJ Secretary Anthony Schembri had the right to meddle in the agency's spending plan.

Schembri ''is limited in his legislative budget request to what the governor says he can put in it,'' said Ball, Bush's criminal justice policy chief. ``His hands are tied.''

''We told him he could not request additional training dollars yet,'' Ball added. ``He tried, and it's not his fault he failed.''

Ball's comments came only moments after Schembri, who inherited a department in turmoil last year, acknowledged to lawmakers that agency critics's complaints are accurate: Correctional officers at DJJ's lockups were undertrained.

''If I have ever seen a department that needed training, it's this department,'' Schembri said. ``This department desperately needs training.''

Rep. Dan Gelber, a Miami Beach Democrat and frequent agency critic, called the revelation that Bush was censoring his agency heads' budget requests ``a dirty little secret.''

'What's the line from Casablanca? `I'm shocked to hear that gambling is going on here!' That's almost how I felt,'' Gelber said. ''The legislative branch is supposed to be doing this'' oversight, he said, adding that lawmakers in recent years had been ``a little more subservient than they ought to be.''

Rep. Sandra Adams, an Oviedo Republican and former Orange County Sheriff's deputy, said she, too, was surprised by Ball's comments.

But, she added, she left Wednesday's hearing uncertain of whether the agency was poorly funded or just poorly managed.

''We look to agencies to come to us and let us know what they need to properly fund the different issues they have,'' she said. ``We haven't been asked for funds. We can't fund it if they don't come to us and tell us there's a need.''

CONTRADICTION

A spokesman for the governor contradicted Ball's account, saying that all agency heads follow the law, which says state agencies' budget requests are to be ``based on the agency's independent judgment of its needs.''

''The governor has always encouraged his agency heads to use fiscal discipline,'' said spokesman Russell Schweiss. 'He relies upon them to determine their agencies' needs and priorities. The governor's office has always conducted the legislative budget request process based upon the laws which guide these procedures.''

The law on the books comes from a time when Democrats controlled both the governor's mansion and the Florida Legislature. Lawmakers generally asserted more control over budget issues than they have since Bush came to office in 1999.

It has long been suspected in the Capitol that Bush's agency heads have submitted budget requests that won't conflict with the governor's own budget recommendations given to legislators just before the start ot the annual legislative session.

The issue of DJJ's funding first came up Wednesday after Janet Graddy, a Tampa-area detention officer who says she was fired after complaining about working conditions, told lawmakers that children were in peril in the state's lockups because most officers are poorly trained.

''That's why you will continue to have kids assaulted, and continue to have kids abused,'' Graddy said. ``Training is a joke.''

''What you are saying is that you were not trained. You were just put on the floor with the kids,'' said Adams.

Deidre Zackery, a current officer at the Miami juvenile lockup, told the panel there were not nearly enough radios to go around, and, on some shifts, most of the radios are out of commission being recharged.

SAFETY, SECURITY

''That's a safety and security issue,'' Zackery said. ``It's something we deal with, day in and day out, the lack of equipment to do our jobs.''

``It's a hazardous job. It's not a baby- sitting service, because in Miami-Dade County, we deal with the worst of the worst.''

The question of which government branch was setting policy came up again when lawmakers complained that Bush had vetoed a $2.7 million request to pay for electronic monitoring devices and probation officers so that some delinquent children can await trial on home detention, rather than in often-crowded detention centers.

Black lawmakers have viewed the home detention program as a means of reducing the number of black children locked up throughout the state. Among 10- to 17-year-olds, black children are 22 percent of the population -- but 38 percent of the youths in secure detention.

Ball told the committees, however, that the governor believes it is the responsibility of local governments to pay for juvenile detention initiatives -- not the state.

Vital Military Jobs Go Unfilled, Study Says

The military is falling far behind in its effort to recruit and re-enlist soldiers for some of the most vital combat positions in Iraq and Afghanistan, according to a new government report.

The report, completed by the Government Accountability Office, shows that the Army, National Guard and Marines signed up as few as a third of the Special Forces soldiers, intelligence specialists and translators that they had aimed for over the last year.

Both the Army and the Marines, for instance, fell short of their goals for hiring roadside bomb defusers by about 20 percent in each of the last two years. The Army Reserve, meanwhile, failed to fill about a third of its more than 1,500 intelligence analysts jobs. And in the National Guard, there have been consistent shortages filling positions involving tanks, field artillery and intelligence.

The report found that, in all, the military, which is engaged in the most demanding wartime recruitment effort since the 1970's, had failed to fully staff 41 percent of its array of combat and noncombat specialties.

Officials with the accountability office, the independent investigative arm of Congress, found that some of the critical shortfalls had been masked by the overfilling of other positions in an effort to reach overall recruiting goals. As a result, the G.A.O. report questioned whether Congress had been given an accurate picture by the Pentagon of the military's ability to maintain the force it needs for Iraq and Afghanistan.

"The aggregate recruiting numbers are rather meaningless," said Derek B. Stewart, the G.A.O.'s director of military personnel. "For Congress and this nation to truly understand what's happening with the all-volunteer force and its ability to recruit and retain highly qualified people, you have to drill down into occupational specialties. And when you do, it's very revealing."

David S. C. Chu, the under secretary of defense for personnel and readiness, denied that the military lacked what it needed to complete the mission in Iraq and Afghanistan. He said the report failed to appreciate how the Defense Department handled its recruiting efforts, and had "failed to take into account the dynamic nature of the problem we're trying to solve."

"This report tries to cast that pall on what's going on, but it's misread the fundamental mechanics of how the department actually manages personnel," Dr. Chu said. He said the targets the G.A.O. used to calculate shortfalls were annual guideposts for staffing levels, which could be adjusted according to circumstance. "The report assumes that all positions will always be filled," he said. "That's not in fact the strategy."

Some military experts also said the gaps would be dangerous only if they continued. Michael O'Hanlon, a military analyst at the Brookings Institution, said the problems posed by the shortfalls would be eased if the military began to reduce its deployment in Iraq.

"We are taking a gamble here that the Iraq mission can be wound down before the cumulative problems become really serious," Mr. O'Hanlon said.

The specific number of jobs the military can fill is in fact authorized each year by Congress, which defines the military's personnel budget on the basis of what the Pentagon says it needs. James R. Hosek, a military personnel analyst at the RAND Corporation, said the military had become more willing to disregard specific titles and use soldiers, sailors, marines and airmen for a variety of tasks that might not be directly related to their job descriptions.

The report showed that Congress needs to monitor these shifts better and ensure that the military is effective and efficient, Mr. Hosek said.

The report found signs of wasted spending. In many cases the military offered enlistment bonuses to people who signed up for jobs that were already overfilled. An Army recruiter in New York, who insisted on anonymity because he had not been authorized to speak to the news media, said it was not uncommon for noncombat positions to be opened up at the end of a tough recruiting month even the Army did not need more people to do the job.

As a result, the report found that shortfalls in many occupations were more severe than overall recruiting totals. The active-duty Army missed its target of 80,000 soldiers by 8 percent last year, but fell short of its goal for human intelligence experts by 35 percent.

The Marine Corps, which reached its recruitment goal last year after missing a few monthly quotas, struggled to fill several positions. It hired only about three out of every four linguists for the Middle East and Asia that it said it needed for last year.

Even the Navy and Air Force, which met their annual targets for overall recruitment last year, could not find enough qualified people for several combat and intelligence positions, according to the report.

The war, several military experts said, has scared many young people away from dangerous work.

"Prospective recruits, when they think about rewards and sacrifices of military service, realize that some positions are simply a lot more dangerous than others," said Mr. Hosek, the personnel expert at RAND.


There are nonetheless some bright spots for the military in the G.A.O. analysis. Dr. Chu said there had been growth in the Special Forces ranks, thanks in part to a new bonus of $150,000 for those who qualify. He said bonuses were also part of the reason some jobs were overfilled.

But some military experts doubt that these small triumphs will be enough to keep the ranks - and the right jobs - filled at a time of war.

"I'm not convinced that we can cap the problem," Mr. O'Hanlon said. "I think there's a strong possibility the situation could worsen."
